Can a bill collector legally call me at work?

A friend of mine told me that they can't call me at work unless I give them permission. Is that true and if it is how do I get them to stop?

If you put your work number on your credit application it's implied that you gave them permission to call you at work.  Have you told them you are't allowed to accept calls?
